i think this will make the game much more interesting.

I agree with you there, but the game only has like 300ish issues total. i think part of the general idea of maxing out at 2 per day is to try and prevent overlapping of issues (which happens anyway, once in awhile.) Another thing to consider is that some people don't have the means to check 5 issues per day every day. So setting your nation to 5 per day and waiting, say, three days, would overload your "desk" with a bunch of paperwork. It'd be more like being an actual ruler, yes, but less fun to sift through all those issues and make decisions on every one.

217. And considering it's probably impossible to actually qualify for all the issues at any one time, I'd guess that there's a pool of maybe 150-170 issues that you could potentially be given. At five issues a day, you'd get bored of repetition in about six weeks.

Besides, there's more to the game than just issues. If you want more from it get involved in your region's politics, the UN, or use the forums for RP...or General if you don't mind slowly losing your sanity.

Plus issues are released at updates (two updates per day). I'm sure it would involve a lot of recoding to release more than two issues to nations.
