I don't mean to sound so N00Bish but I can't work out how to start a new region. Do I need to reach a minimum population first in order to have the right (like submitting issues)?

To create a region: Click the link near the top of the region page that says
"Tired of life in <whatever region you're in>? Then move to a new region!" Then click
"Create a Region".
