On going to www.nationstates.net, I am getting the following message:
Access Denied

Your IP address has been banned from NationStates.

Forbidden

You don't have permission to access /cgi-bin/index.cgi on this server.

Apache/1.3.29 Server at www.nationstates.net Port 80
I really can't think of anything I've done to be banned, and I've had someone else confirm my nations are extant. I post from this IP pretty much every weekday, and have not had any problems doing so in the past.

Is there some obvious, slap-myself-in-the-face-for-being-so-slow reason for this? I usually access NS from two IPs, the other of which worked ok earlier. Any help would be appreciated, though there is no hurry (I was logging on to check how many approvals my repeal had got).

(Or, is it possible someone else from this IP has been banned, and that that is causing the problem?)

No, you usually access NS from two computers. You actually don't know what IPs you're using when you're on (what I'm guessing is) a large university network. You've actually got quite the assortment of IPs listed, including one that once belonged to the creator of "ha ha u cun ts", who for some reason we didn't want coming back.

I've lifted that ban, as immature-jerk-boy appears to have stopped coming by. You should be fine now.
