As a player who tracks the UN reports, I've noticed that Beef Based Agriculture hasn't been shown for years now. Has it been removed from the game a replaced with some of the more recent UN report selections (public transportation and unemployment)?

I'm not aware of any categories being removed. It's possible that it just hasn't come up through blind luck. As far as I know, the rankings are completely random (moreso than even issues).

I completely understand that they're randomly generated in terms of appearance, but Beef Based Agriculture hasn't appeared in around three years, so I was a bit curious if it had been amalgamated with Agriculture.
To the best of my knowledge there isn't another UN report category that is anywhere close to that length of absence. The ones that haven't been seen for a very long time range 6-8 months between repeating, not years.
If there's an agriculture one then it's the same as beef-based agriculture.
