How exactly does one create a new region? I've looked throughout the forum and the wiki but haven't been able to find any information about this.

Click on your region page. Where it says 'Tired of life in...', click on 'Click on move to a new region'. Click on 'Create a New Region'. Choose name, settings, etc.
