All members of the UN should be able to vote for the approval for UN proposals.

in my opinion if the members can vote the quorum will became too high and the votation after approvation became useless....

This brings up another interesting point for consideration ... what percentage of UN members actually vote for a given resolution. The nature of Delegates getting extra votes (which I'm fine with) makes it difficult if not impossible to say with certainty what percentage of votes were cast by UN members vs. UN Delegates.
Back on topic ... a feature that could be added would be a support bar, in which proposals in queue could show some bar of "UN members interested in proposal". The support bar would track with the proposal while it is in queue, and any non-UN Delegate could chose to add their support to a proposal. The bar need not have numbers but could have "mystery" levels ranging from: none, minor, modest, strong, and significant. These levels could be based on the ratio of nations to the total that are active, as decided by the game moderators.
It would encourage all UN members to glance at the proposal queue from time to time, and might encourage more activity in the UN overall.

this is a good idea...and if a resolution have an high range, maybe this resolution could have more days to be approved...

The following are proposals for UN resolutions. Any UN member nation with at least two endorsements can make a proposal, but it will only become a resolution (to be voted on by the entire UN) if it is approved by at least 6% of UN Regional Delegates.

The number of active nations is printed every day on the main game pages. I know that some fraction of those nations are 30 or fewer days away from expiration, hence the use of a mod decided ratio.
For example, if there are some 20,000 UN members and the mod gang might decide that the support bar should have the following categories:
Little Interest :: 0-2% of Total Nations in UN
Modest Interest: 2-5% of Total Nations in UN
Significant Interest: 5-10%
Strong Interest: 10% and up of Total Nations in UN
So if we assume that today the total is 20,000, the bar would advance at:

The numbers wouldn't show, and if the total UN membership dropped the next day, the bar could even drop a bit. Let's just assume that two days later the membership was 19,000:

Granted, we aren't likely to see the UN membership drop that quickly unless there is another "zero of zero" error.
The numbers really have no meaning other than to provide a way to informally "poll" possible support amongst non-UN Delegates. It might be a nice new bell to add. To make things easier, you could allow UN Delegates to vote as well, because sometimes UN Delegates endorse proposals they do not like in order to just help them move closer to the UN Floor.

:) I figured. The fault is mine, as I'm trying to be brief ... even Hack wasn't clear that I was just talking about the total number of nations in the UN when I said "active".
And yes, I too think that the person who started this thread was originally interested in IDing which nations are really active and which ones are idle. I just do not see a way we can really do that.
