Isn't UNITED NATIONS RESOLUTION #11, Ban Single-Hulled Tankers, by the naming of a real world event, and the country of Spain, in violation with the rules for composing Resolutions?

Res #11 preceded the creation of the rules and is thus considered 'grandfathered'. That's also true of several other earlier resolutions, so please don't bother researching the list to ask us about them.
