hi, i read all the stuff and i think this belongs here

ive been having this problem for a couple of weeks (i think): none of my decisions are having any effect on my country even though the issues are being processed. is this normal?

It depends what you mean by "no effect". If this is changing ...Women earn less than half the salary of men if they can even find a job, a National Academy regulates grammar and usage, minority children spend hours bussing to schools miles away from home, and graffiti graces every city's streets.... then the issues are having an effect. If you're concerned that your Civil Rights, Economy, Political Freedoms, and UN Category aren't changing, that's normal.

Call it bureaucratic inertia. As your nation gets larger, those changes require more effort, and it might take weeks or months of issues choices along specific paths to force a change, whereas they might change daily when you were tiny.
