Tax rate don´t lower - but I kept choosing options in issues which should lower them

The title tells most of my problem...I have a income tax rate of 100%, if that might use anything.
I hope that´s the right board for that.
Methinks your tax rate is really ABOVE 100%, but it only tells you it's 100% because it doesn't show any higher than that.
When you try to lower it you have to go back down from wherever the number really is. You could have 500% tax for all I know.

Mhm, I've seen people say it before - the parameters are way bigger than the game tells you about.

It's pretty well known that your rates can be waaaaay positive or negative even. 100 is just the starting point. ;)
