New Thread Moderation

I have recently restarted Nationstates and have noticed that some of my submitted posts are delayed in their posting. I believe [per the 5 second message] that this is due to mods checking it beforehand. Does this only happen to random posts? Also, this seems some what time consumiong if this is in fact the case. Thanks for the help.

When I tried to post a thread in the II or International Incident thread about my nation I was told that I would have to wait until a moderator okayed it. However when I post in General there is no problem. What seems to be going on? Can't I post in International incidents for a while since I am new or is it a bug.
