I just started playing and have addressed my only issue, but now I have nothing I know I can do. Is there ANYTHING but addressing issues and posting that you can do with this browser game?

First. Let me be the first one to welcome to the game. Also, you could set your nation, under "settings", to get 2 issues per day if you wish.
But there is a lot more to the game than nationstates.net
There's an entire new world you havent found yet. International Incidents is a place to start if you wish. Freeform Rollpaying is the name of the game. You can build up your own military or buy stuff from the already built up storefronts that call International Incidents their home.
the NationStates forum is also for RPing, including sports RPs and other types of Charager Based RPing.
If you like debating, visit the General Forum to debate real life events with old friends or make new ones.
There's a lot more to the game than the web site, you just gotta know where to look.
In addition to the RolePlaying that Shazbotdom mentioned, you could also join the UN and debate in that forum, join a region and engage in regional politics, or participate in the invader/defender part of the game. There is a LOT more than issue answering.
