Every now and then, proposals seeking 6% approval pop up that are so counter to my nation's ideal that I'd like to actually oppose it. Is there any chance that UN delegates will actually get an "oppose" option, with the proposal dying prematurely if 6% oppose it?

Unlikely. Some people engage in counter-telegram campaigns. You could probably get some advice on them in the UN forum. You might also catch some of those soon-to-be Proposals in their drafting stage and hopefully make them less odious.
