Non-UN nations with access to Regional Control

I just witnessed a rather peculiar sight. The delegate of a region left the UN, but was still able to access regional control. Is that what was intended?

Personally, I think that if you leave the UN (and you are not the founder of the region), you should lose access to regional control.

They weren't also the region's founder were they?

I thought they would have stayed the delegate until the next UN Update.. If they accessed the regional control soon after (within a few hours) of leaving the UN then they probably were still considered the Delegate by the UN and the code used to determine who can access the Regional Control.

Correct. They stay delegate until update. Call it a lame-duck session if you will.

I figured it was either founder or update hadn't run yet was the reason, I just guessed wrong.
