I'm not sure I know exactly what you're asking?

Do you want to re-make a region that died or become a founder of a region who's founder isn't there any more?

Either way, I'd have to suggest that you file a form via the getting help page since this is truly an in-game issue and not a forum one.

On the other hand, I do know exactly what he's asking, and you've given bad advice, Steel Butterfly. If you don't have a ready answer, how about just not posting, ok?

To refound a region, you have several choices. (the hard way) Convince everyone in the region to leave. Wait for update to wipe your region from the face of NationStates. Refound the region with a living founder.
(the long term solution) Become Delegate to the region. Get all your UN friends to endorse you. (Don't create multiple UN nations, or the story ends here.) Wait until you've accumulated sufficient Influence to password the region and then kick everyone out.
(the best way) Become Delegate to the region. Get all your UN friends to endorse you. Don't multi. Convince as many non-UN nations to move to a temporary region while you take the time to refound. Eject the ones who don't respond. Once everyone but your core UN supporters have been ejected, every flees to the temp region and waits for update to wipe out the old region, then refound with the nation you've agreed on to be the new founder.Does that answer your question?

And hope that someone doesn't snipe the region from you while it's empty.

With the password setup... does can anyone enter?

Not without the password they cannot

Once the region is deleted by update, it can be refounded by the first nation to attempt it. Password is irrelevant, as the region no longer exists.

One approach to refounding suggests that all coordination activity be discussed by telegram or other private means. If you discuss it on the regional messageboard, you're much more susceptible to region hawks and poachers. "First-come, first-served" is a legitimate part of gameplay, and remains legal regardless.
