i tried putting the flag and it wont work... i checked the size and everything and it was a jpeg... still, it doesn't work, am i doing something wrong??

Is this the flag you're trying to upload?

If it is, clear your browser's cache and you'll be able to see it. If it isn't take Hack's advice.
Does it say it doesn't work? Because sometimes it takes a while for a change of flags to show up. It took me a day before my new flag showed up.

No it doesn't. It's instant on our end. Don't attribute your local issues to server-side issues, please.
You might have an older copy in your browser cache that took a day to refresh, or you might have been using a web accelerator. Either would have cached the older flag, depending on the settings you chose. We have no control over your computer's settings.
Minhtopia's problem is most likely either a cache issue, or he's using too big a flag. The actual size limitations turns about to be closer to 9.44k than 10k, Minhtopia. If that's your problem, trim it a tiny bit more.
Would it be practical to edit the Upload Flag page to reflect what the specifications actually are? i.e. flags have to be a bit smaller than 10k, they don't actually have to be JPEGs, they don't have to be exactly 107x71, etc.?

Reasonable question, but it would take an admin. Given that all three are entirely rolled up in RL at the moment, don't expect a speedy response.
