can you change the things you made at the beginning?

ok, here's the deal. I just discovered this site, and created my account, blah blah blah... I went through the little thingy at the beginning that asks you questions about your government... and I came out with mostly what I wanted it to be like, but with a few things I didn't like... is there a way to go back and change the decisions from earlier, or am I stuck with them forever? there should be some way to "amend your constitution" or something like that... is there?

Pretty much every choice you make at the beginning has at least one issue that deals with the same thing, so eventually you'll be able to make the changes you want.

What about issues - say the first one about compusury democracy. Is there ever a way to change an issue decision?

Also, if I were just to wait until my account for a country expires, can I start over with the same name, or does that name stay taken?

We can revive the nation for you, but everything about it stays the same. The country expires, but the names are not freed up.

The only way to start over is to completely start over.

Yes, just wait for the issue to come up again.
