Worked a few days ago, but then I came back and the frames are now wrong. I've tried clearing my cache, and even my cookies (seems silly, but hey, why not try). Still renders fine in Firefox, though. Attached is a screenshot of the problem.

If it's rendering fine in Firefox (and it's not using any fancy HTML, which the NS site doesn't), it's likely a bug in the browser rendering engine itself. It doesn't seem to be obeying the target value of a website.
