How do you reduce this? Is there anyway to change how you have responded to issues in the past?

Are you talking about the government waste that NSTracker records? If so it's a made up statistic and not something to worry about.

I just answered this question in the Gameplay forum. Your income exceeds expenses; so choose issue responses that either reduce taxes, or that create huge new programs to spend all your money on.
