Does a delegate have to be in the region to access the controls? It appeared that a delegate turned off password-protection yesterday after getting booted by the founder.

The role of Delegate doesn't get replaced or removed until Update runs. If Delegate powers went away when you left the region, no delegate could leave to recruit or visit or whatnot. Consequently, the ejected nation would still be considered the Delegate until update recognized that they were no longer in the region.
As to whether the Del can access controls from outside, evidence would appear to support that theory in this case. I don't have any first-hand experience with this phenomenon, though it's well-known that a Founder can do so. I'd go with a rousing "probably".
(For future reference, the Founder should have turned off Delegate controls while he was there if he didn't want that nation to have access. He can of course re-institute the password at will.)

I'll offer a definite yes to the delegate being able to access regional controls from outside the region. Evidence provided by a banned delegate removing themselves from the ban list and returning to the region.
