14 Day Inactivity for Delegates

I think the title gets my point through. Basically, if if a delagate is inactive for a period of 14 days, they should have all powers of being a delegate stripped and given to "number 2" until they are active again. If all nations that have an endorsement are inactive for 14 days, there shall be NO delegate.

Does this make sense? It'd be a very nice addition to the game to keep politiking fair and a lot easier.

Or

Those constituents who are annoyed by an absentee delegate withdraw their endorsement and endorse someone else. In this way, the people control who is their delegate.

At the risk of being cynical, an important factor in politics is apathy. If a region doesn't bother to replace an inactive delegate, they have the delegate they deserve.
