I have a question about regional happenings spam; the rule says:Going in and out of a region and hence filling up the regional events board with departing and arriving messages is known as Regional Happenings or Events Log Spamming and is not allowed. Use the Additional Information checkboxes on the Getting Help Page to capture abuses on the Regional Happenings. Warzones are exempt from this rule.

It says "in AND out."
So then presumably it is allowed to move puppets into a region in mass as long as they stay there. Is this so?

Doesn't work like that.

I've seen people's nations get Deated for moving many puppets into a region and not out of.

The death of a large number of your puppets a few weeks ago should have been a clue, as was this thread (http://forums.jolt.co.uk/showthread.php?t=501807) which clearly gave you your answer. Don't raise this again.
