Creation of a government within the game. Allowing election of MPs
Small regions can elect 1 MP
Large regions can elect 2 MP's
Similar to endorsements for the UN delegates, however in this case, all nations can vote to elect, they do not need to be within the UN. This allows elections of region boards/forums. Any nation can be allowed to stand for MP.
As they are plenty of issues that do not reach quorum for the UN, those issues will be transfered to the government to vote upon where it does not need a quorum, it goes straight to the vote. All MP's will hence, vote on the issues there.
Elections every few months/weeks allow for different regions to have a dab-hand at being an MP.
