i have been told that in a region with no founder, if the current delegate gains enough endorsements, that delegate becomes the founder, is this true? or a pack of lies?

Delegates are never able to take on the founder's role when the founder dies. However, they *are* granted automatic access to regional controls if there is no founder.

If a founder nation has died naturally (not deleted) it can be resurrected through the Getting Help Page. Or the region can be refounded and a new founder chosen.

If a found has died and the UN delegate has control, what happens if the delegate unchecked the box that say "allow UN delegate access to regional controls" in the regional control?

Nothing, the box is automatically rechecked.

Nothing,
Actually slightly more than nothing. It also generates a Regional Happening post that indicates that controls were turned off. It's a false report, but it fools a lot of people.

We should put that on the list of minor annoyances, if it's not already there.
