Can you please give me a link to a post or page listing restrictions on TG campaiging? i seem to recall seeing them somewhere, but can't find them again...
While at it: How do I get a direct url to a Proposal, to make it easier for supporters to find?

Requests for proposal approval may be telegrammed to UN delegates, except where the region's World Factbook entry designates otherwise. More than one request per proposal may be considered spam and should be avoided.

Also on a related note "unsolicited TGing to anyone appart from sending one TG to the delegates as under the quote provided letting people know about a proposal is illegal.

Now, to answer my 2nd Question:
While at it: How do I get a direct url to a Proposal, to make it easier for supporters to find?
I now realize that these proposals move around quite a lot and have no static URL.
Could the way Proposals are managed possibly be changed to allow a direct URL to a specific Proposal, e.g. by moving them to the UN Forum?

The best way to do that is do that is to go to the UN Page when not logged in as your nation and do a keyword search... ensure that your proposal is at the top of the list and then copy the search page and use that.
Unfortunately there is no current better way
