say u become un delegate and then u leave the region come back before the 24hrs or the reset time for the game, will u still be un delegate or is it once u leave when ur a delegate u automaticlly lose the spot till the reset time

If you leave and then there is an update, whoever has the next largets amount of Endorcements get to be the UN Deligate. And you will lose all your endorcements if you leave the region through an update.

If the UN delegate leaves the region briefly and comes back BEFORE the update, he's still the delegate. If the update occurs while you're gone, then you lose the delegacy and whatever endos you had, as Shazbotdom said.

And just to make it even more clear, the update that matters is the MAJOR update. Usually happens somewhere close to 7am GMT. (Times can be very approximate :p) That's when delegacies change hands and new UN rankings are made.
