There was someone, who was in another region, who I wanted to endorse. Once he joined the UN I moved over to his region, endorsed him, and moved on. However as I moved my endorsement of him, and likewise his of me, disappeared. Does this always happen or is there a way to circumvent this ?As in, have the endorsement for X time and it will stay post-region.

If not, does that mean the only way to ever have endorsements is to have people who are in your region and have endorsed you since entering your region?

You can only endorse someone in your region and vice versa. You can leave your region for a short amount of time and return to your region and keep your endorsements, as long as you do not move during the major update and get caught in another region.
