I've seen "small private sector" before, but never seen that line about cottage industries. Does anyone know how it comes about? One of my nations went up through the private sector ranks more or less sequentially (or so I thought) and certainly that line didn't crop up.

Could it be the result of a new issue?

I've seen it. I *believe* it happens when you have severely curtailed big business, or when your nation is just starting out.
