In the region "Warzone Asia", instead of a founder, there is a "Longest Serving Delegate" link. Is this some kind of new feature?

Old feature, actually. Warzones were introduced over 2 years ago (Jesus... that long?).

Alas, alas, they're even less used now that Influence is in.
Just what IS a Warzone? I stumbled on one by accident, but I'm not quite clear on what they are. The name sounds interesting.

How do you become a warzone? What is the point? Is there a thread on this already I can read?
Basically, Warzones were created to give region invadeers a place to invade that no one would care about. The warzones are Warzone Europe, Warzone Asia, Warzone America (I think), Warzone Australia, , Warzone Africa, and Warzone Earth (I think). I don't know if there are any others, and they were largely unsuccesful.

Warzones were intended to provide an alternative and potentially more challenging battleground for the invasion game. Alas, they didn't succeed, but the idea is basically thus:
-There is no founder.
-The delegate can not set a password.
-Before Influence, there was a limit on how many nations an invader could eject from a region. There is no such rule in the Warzones.
-The ban list clears itself twice a day, in theory making it harder for an invader to hold the region against other invasions.
But unfortunately, the concept never did quite catch on. Now, if memory serves, the Warzones are the only regions where the Influence system doesn't apply.

Warzone America isn't a warzone region, and there doesn't seem to be a Warzone Earth.
Does anyone know what happens if all nations leave a warzone? Can it be refounded as a normal region (and is that what happened to Warzone America)?
