When the founder of the region vanishes

What happens when the founder of a region vanishes... from not being active for 28 days (i think it is 28)?
Does anyone (the 2nd person who joined) get to then take care of the world fact book entry and other things?

If the founder vanishes, only the UN delegate can access regional controls to update the WFE, kick out nations, etc. If you don't have a UN delegate, then nobody has access to the controls.

Which is wrong, when the founder ceases to exist the controls become accesible to the UN delegate.

I'd like to know if a region is deleted after 28 days of having no nations in it, or if it becomes permanently founderless.

Correct.

And Party Mode, a region dies at any update when there are no nations in it. Not 28 days later.

Yes, and the founder dying has no impact on whether the region dies. As long as a region has at least one nation in it, it can outlive its founder.
