Max Barry should make the game so that nations should be able to propose laws for their region, and as long as at least 2/3 of the region votes for it than it becomes a law in the region.

What's stopping you from doing so now? I know of regions that have full fledged constitutions.

Gotta love the range of emotion here. There won't be laws ingame in NS1, possibly in NS2, you might discuss it there. But as Flibbleites said, your region is free to make up laws for all to follow.

It is a good idea but it would never work there are 2 many countries with to many diffrent plans. From the consumerists to the socialist to cukoo dictators. You would never get 2/3 votes because everybody has diffrent ideas about how government would be run.srry its late and I can't spell.

I thought perhaps this was hyperbole, but you actually DID propose this as a UN proposal. Bad idea.
Read the Rules For UN Proposals" (http://forums.jolt.co.uk/showthread.php?t=420465). Now would be a good time to do it.
