Assalamu Alaikum,
I have browsed through the FAQs and could not find an answer to this question. I hope I am recording this in the appropriate place.
If a region does not have an existing Founder, what will happen if the UN delegate unchecks the box marked "UN Delegate can access Regional Control"?

I believe nothing happens. If there is no founder, the delegate can always access Regional Control.

That's correct, if the founder is no longer in existance or leaves the region then the box automatically checks itself.

Both are correct.
Also, if the Delegate attempts to turn off access, there will be a message in Regional Happenings that says he did so, but it's meaningless. If the founder is dead or absent from the region, the delegate automatically gains access.
