Could there be a way for UN proposals to be voted against? I'm not referring to the proposal on the floor, but for proposals that can only be endorsed by delegates. Some proposals are so bad that I'd like to be able to reverse-endorse them

If they're really bad then they're fairly unlikely to reach quorum anyway, although admittedly there have been a few exceptions...

I disagree. I really like the idea of negative endorsements: if a proposal falls below a certain threshold, it gets deleted. That seems to me to be a good way to cut through the crap.

I agree with Gruen, there are times when looking through the proposal list is like looking into the tank of a port-a-potty, all you see is crap. And it could very well prevent situtations where crappy proposals *cough* Promotion of Solar Panels *cough* get passed.
