The rule doesn't make sense. If someone in a nation wants to make nukes for free then so be it, i don't understand this "oh u need tax support" no u dont, ur in control of ur nation and can practically force someone to make nukes so....someone please explain.

It's not encouraged because the majority of nations will not enjoy going of out their way to make a nuclear missile for free, most especially in the hands of a newly developed nation. Also, you do need tax support to support and maintain your nation's (hopefully not) newly acquired nuclear missile. Sure, you could force your people to do it, but you need the revenues to bring in supplies from outside, to bring in technology on which to keep it together, more supplies to keep that technology at its peak and running efficiently, etc.
Besides, it would be pointless to have one as many nations out there could glass you over five times without breaking a sweat if you tried anything funny with that kind of weapon, so it's fairly useless in a sense.
