My nation has boasts the regions best economy, lowest tax and best civil rights yet my people were the least happiest. Yet the nation with the worst economy, average civil rights and the highest tax had the came first with the happiest population. Why is this and how was it calculated?
Happiness doesn't just relate to those stats. It relates more directly, though less obviously, to your issue choices.
For instance, if you give your people free ice-cream, they are likely to be happier than when they had to pay for it (AFAIK, that isn't actually an issue. But it could be, and shows how happiness doesn't just depend on having good civil rights.)
