Okay I have an issue due to a telegram from Un Intel...it says should I wish to talk abnout this I have to go to the "help" page.

Well just where in the hell is the "help page"?

The Getting Help Page (http://www.nationstates.net/target=help) can be found just under the table of contents in the FAQ (http://www.nationstates.net/target=faq) in the navigation frame.
