Thread and Forum Tools not working

Apologies if this has come up before - I did search for other posts and did not find them.

Problem:
Thread tools button does not work on individual threads in the the NationStates or Int Incidents forums, and neither does the Forum Tools button (in both forums).

NB: Both buttons work here - in the N&B Forum and in specific threads in this forum.

Does anyone have any idea what could cause this and if this can be solved somehow? There are a few RPs that I am following (to learn how it's done) and I do not want to [tag] them.

It's a problem with the forum itself (Jolt) and works as "reliably" for the mod team as well.

One thing that's possible is to Subscribe via the "Additional Options" in a standard reply. If you truly have nothing to add to the discussion, you can delete your post immediately afterwards, but the subscription remains. Of course, this does leave a deleted post marker, but it's better than a *tag*.

I had a look into this about a year back. Jolt seems to be sending out faulty Javascript for some users when accessing some forums (I can make polls in the UN but not in General, for instance).

I had a look into this about a year back.
I've raised your points and quoted your threads to the Jolt staff twice since then. No response.
