I cant choose my government issue. When I do, it goes bold and says "this is the policy your government is preparing to adopt etc" but when I change to another area and look at another issue or leave that page, it completly forgets and the issue is still unaddressed.

The issues aren't failing. Your browser is 'remembering' the last page appearance. Try <ctrl-F5>. That's a full refresh on any Windows PC. If that doesn't work, click inside the middle frame (that's the big text area) and click <alt-F5>.
If you're using Mac or Linux ... well, I probably wouldn't have to explain this if you were ... you'll have to seek elsewhere for refresh key combos.
