UN Proposal Voting

I've been participating in the proposal voting for a while now, and I tend to notice that it seems people start voting for whichever side is winning, and not really reading the fine print that is in the resolution. Maybe they see something that advances civil rights in the title or something, but what is actually proposed may be very different. I wanted to ask before doing anything, can I make a proposal that removes the ability to see how many votes are on each side (I'd work out all the minor details and such in the proposal, such as still being able to see what your delegate voted for) or would I complain about it here, since it changes the coding (and the rules said to post in Technical). Thanks for the help.
