Instead of creating a resolution and then only being able to repeal it or add new legislation, maybe add a choice that would ammend the resolution, so that the original resolution could just be ammended rather than repealed and renewed.

This was considered and rejected multiple times for good technical reasons, until eventually the idea rolled into the concept of Repeals. The Repeal is the best tool you're going to get, folks. No amendments are forthcoming.
