All UN member nations should be eligible for a human development score, much like real nations have. The number is based on literacy rates, per capita income, and life expectancy. A goverment's decisions will have an influence on this number, just like it does with population and income tax rate. The scale is from 0 to 1. Only the best of the best nations would be near 1, and the worst ones would be near 0, but no nation would have these exact scores. 0.900-0.999 Very High human development (ex. United States), 0.800-0.899 High human development (ex. Poland,), 0.700-0.799 Medium High Development (ex. China), 0.600-0.699 Medium Human Development (ex. Bolivia), 0.500-0.599 Medium Low Human Development (ex. Pakistan), Low Human Development 0.400-0.499 (ex. Haiti), Very Low 0.300-0.399, (ex. Ethiopia), and finally Hopelessly Low Human Development 0.000-0.299 (ex. Niger). So there you go, a good index for indicating overall conditions in your made up country. The swing in these numbers will probably be exagerrated.
