Ok so I managed to scale my flag down to 9 kilobytes, which was fairly hard, but its still telling me its too large to upload.

It may still be over the limit.. something about how unix and ms systems see filesize or something..? I don't remember exactly.. But have you tried saving it as a .gif ? Usually that will bring the filesize down quite a bit..
