I'm a little confused here. I was wondering how to build up a nation exactly. Is there a way to develope a nation and it's rules better? For instance, I wish to have a lot of civil rights for my people, yet it says Below Average. Any way to improve these types of conditions?

It all depends on how you vote for the "Issues" that come up each day. You can set it to twice a day and depending on how you pick on them, your ratings will either to up or down.

Ihad done so the first night here, however, I am not recieving many issues. The ones I do resolve take quite some time before legeslative is done pending them. So far in my time here, I've recieved but only two issues. I hope I get more soon then.

You can receive a maximum of two issues per day (when in the day you get them and the previous ones are processed depends on when does the server update, which is rather random). You can modify your options in order to get more (up to 2), less or no issues at all. The default is one issue per day.

It depends on what type of country you want. Analyse the choices in your issues. See which one will most likely give the desired choice and pick it. Simple.

Also realize that even though you might be taking a stance on one thing that is very specific, the game often applies your decision much more broadly that you wanted. In addition, as mentioned in the FAQ, it might be biased to reward people who follow the author's political views, even though he didn't try to make it that way.
