I started 4 days ago, and had in total... ONE issue, on which I decided, now legislation is pending.

In the meantime, nothing new came... I switched region and went back (as stated in the FAQ), didn't work...is the game broken?

You created your nation on Friday. You are currently set to one issue per weekday. You'll get another issue Monday morning.

Yes. Look under "settings" on your nation page, and then at "new issues".
