Is this common? I've only been here 3 or 4 days and already gotten the same issue again. Suddenly the government hasn't adopted a position yet on an issue it adopted a position on just a couple of days ago. ???

You'll find you get issues over and over again. As you change status (different government types, different levels of political freedoms, civil rights, economy, income tax rate, etc. etc.) you'll get different issues.
