When your country doesn't listen

So I was thinking. What if when I decided upon an issue my country thought I was a fool and didn't listen to me and went ahead with something else anyway. I mean if I was running a very conservative, moral state and I decided to make nudity and polygamy not only legal but required, I don't think my nation would listen. Unless I had the military or some other such thing strong enough to enforce my will upon the citizens of my state.:sniper:

A measure to impliment would be sort of a national influence for the leader where the more influential you are the more able you are to enforce your will upon the people against their will. I mean, it's cool to completely change your state with just a few issues, but most artificial people like stability.

That's the point of NS. You get to control your country anyway you want, and your people can't do anything about it. In other words, this idea would destroy the original idea of NS.
