Okay, I just wanted to share my general frustration. The whole 'create your own flag' thing says that the maximum is 10k, but it really doesn't let me submit an image larger than 9.53k. Why?

Actually why do we even need 10kb? Can't it be 15? Please, please please?

10kb is pritty big for an image.
And the file formats that NationStates accepts are GIF, JPEG and PNG.

9.53Kb is approximately 10,000 bytes. It's close enough that we didn't feel the need to explain further.
Hundreds of thousands of nations have gotten by just fine with that size, creating interesting, innovative, and even animated flags in sizes up to 300x200 and beyond. The flag size will not be changing.

I still say we go back to 6kb.

Really? Whenever I try to submit a PNG, it rejects it.

Then I have no clue. Check to make sure the PNG is below the 10kb size limit. If it is above that limit then it will be rejected.
