Sorry if this has already been posted somewhere; I had a search but couldn't find it. Two questions:
1.Why are previous nation names reserved?
2.Can I revive my previous nation if I still have the same email?
1. It's any nation that's already been made at some point. They might have cleared reservations at some point - I think it was all nations not re-made for 18 months sometime in 2005.
2. Yes, just go to the Getting Help page. If you mean without the password I'm actually not too sure.

I'm almost certain they haven't released any names yet although I know they planned to. They are kept in case people come back to the game and want their nations back.
You can only revive a nation if its your nation or if someone has given it to you. I think anything else would be stealing their nation.
