Forgive me if these have been asked/answered before.

1. Is it OK for a nation to repeatedly join and leave the UN, for example when it is asked to under an Alert System but doesn't want to be affected by Resolutions?

2. Is it a breach of recruiting rules if I ask the leaders of small regions if they want to unite with my region? If so, are there ways to get around the rules?

2. I'm not sure.

2) Yes, that's against the rules. No, there is no way to get around the rules. If you are caught advertising your region anywhere but game created regions, you will be in trouble.

EDIT: Sorry, that depends on what you mean by "unite". If you want them to move their nations to your region, it is not allowed. If you want your regions to be allies, that is fine.
