I was shopping around for a new region when I noticed that there were thousands of them. I was wondering if maybe there needs to be some culling, like if you're region only one nation in it maybe it should me merged.

Noone's region is going to be culled, as everyone is free to do what they want in their own region.
If someone wants to create a region and password it and just sit, that's their business.
