The Protectorate of The Greater Leviathan is a very large, safe nation, renowned for its strong anti-business politics. Its hard-nosed, hard-working, cynical population of 134 million are ruled with an iron fist by the corrupt, dictatorship government, which oppresses anyone who isn't on the board of a Fortune 500 company. Large corporations tend to be above the law, and use their financial clout to gain ever-increasing government benefits at the expense of the poor and unemployed.

It is difficult to tell where the omnipresent, corrupt, pro-business government stops and the rest of society begins, but it juggles the competing demands of Law & Order, Defence, and Commerce. Citizens pay a flat income tax of 44%. Private enterprise is illegal, but for those in the know there is a slick and highly efficient black market in Uranium Mining.

Also, I've seen countries that have a 100% income tax rate and booming private sector. Now I may not be an economist, but I'm pretty sure that's impossible. Is the game supposed to work this way?

It's not perfect. At most, it's a semi-structured sandbox with which you develop your country rather then a hard coded socio-economic framework that makes sense.

Bottom line is that it simply reacts to what you chose. If you've choosen mostly anti-business stances over your time on the game but lately have been choosing what have been marked as pro-business choices, then that's what happens. It takes a bit for things to change.

maybe it is antibusiness from the point of view of putting down businesses not owned by cronies. you are corrupt after all. me, i have an imploded economy, and damned proud of it.
